Resolved, The General Convention instructs the Church Pension Fund to report its findings and recommendations in this matter to the Executive Council of the Episcopal Church no later than the final regularly scheduled meeting of the Executive Council in 2016.

The House of Bishops Committee on Church Pension Fund presented its Report #1 on Resolution B016 (Amend Canon I.8) and moved adoption of a substitute.

Resolved, the House of Deputies concurring, That Canon 1.8 is hereby amended by the insertion of a new section 3, with renumbering of subsequent sections, to read as follows:
Sec. 3. The General Convention empowers and authorizes the Church Pension Fund to devise and implement a plan for temporary disability for all clergy (Bishops, Priests, Deacons) and Lay Employees of The Episcopal Church/Domestic and Foreign Missionary Society, including Church Center Staff, all Dioceses, all institutions of this Church: national, Provincial, Diocesan, parochial, educational, including the seminaries of this Church, and other such institutions or organizations of this Church that participate in the Church Pension Fund. Such programs, support, and all other provisions of this plan shall be available upon the request of the clergy person or lay employee affected for the purposes of temporary disability for any such causes as defined and allowed by the Church Pension Fund. The implementation of temporary disability shall be for not less than six (6) months nor more than eighteen (18) months. Participation in the temporary disability plan as defined by the Church Pension Fund shall be mandatory for any and all canonical constituents of The Episcopal Church/Domestic and Foreign Missionary Society (e.g., Church Center, Dioceses, parishes and missions), and all institutions, agencies, organizations, or affiliates of The Episcopal Church/Domestic and Foreign Missionary Society that participate in the Church Pension Fund on behalf of all employees and clergy. The Church Pension Fund shall have the authority to amend, modify, or change the program and provisions for temporary disability as needed or appropriate.
