Resolved, the House of Bishops concurring, That the Presiding Officers, Executive Council and staff of The Episcopal Church Center develop a strategy for ongoing organizational development for dioceses and a time line for implementation of said strategy. The strategy should consider: methodology identification, periodic sharing of progress and lessons-learned, and leadership training. The officers, council and staff shall recommend quantitative measures of accountability for diocesan mission performance; and be it further

Resolved, That a member of the Church Center staff report the findings and recommendations to Executive Council annually at the Council’s second meeting in each calendar year, beginning in 2007; and be it further

Resolved, That Executive Council establish within itself a Standing Committee on Diocesan Development, at the same organizational level as its existing Standing Committees.

Resolved, the House of Bishops concurring, That the 75th General Convention direct the offices of the Director of Mission to develop new leadership programs and/or to endorse existing leadership training programs for use at the diocesan level that help bishops and diocesan leadership in developing strategies, quantifiable action plans and time lines for accelerating their mission performance, and to develop quantitative measures of accountability for diocesan mission performance; and be it further

Resolved, That these programs include a mechanism for dioceses to share their “best practices” and “lessons learned” in the process of accelerating their mission performance.
