Resolved, That the last paragraph of Article VIII of the Constitution be amended to read as follows:
A bishop may permit an ordained minister in good standing in a Church with which this Church is in full communion as specified by the Canons who has made the foregoing declaration, or a minister ordained in the Evangelical Lutheran Church in America or its predecessor bodies who has made the promise of conformity required by that Church in place of the foregoing declaration to officiate on a temporary basis as an ordained minister of this Church; and be it further
Resolved, That a copy of this resolution shall be sent to the Secretary of the Convention of every Diocese to be made known to the Diocesan Convention at its next meeting, and be adopted by the General Convention at its next succeeding regular meeting.

The House of Bishops Committee on Constitution presented its Report #6 on Resolution A021 (Amend Article VIII [First Reading]) and moved adoption.

(A021)
Resolved, the House of Deputies concurring, That the last paragraph of Article VIII of the Constitution be amended to read as follows:
A bishop may permit an ordained minister in good standing in a Church with which this Church is in full communion as specified by the Canons who has made the foregoing declaration, or a minister ordained in the Evangelical Lutheran Church in America or its predecessor bodies who has made the promise of conformity required by that Church in place of the foregoing declaration to officiate on a temporary basis as an ordained minister of this Church.
Proposed Amendment:
Add a new resolve clause, Resolved, That a copy of this resolution shall be sent to the Secretary of the Convention of every Diocese to be made known to the Diocesan Convention at its next meeting, and be adopted by the General Convention at its next succeeding regular meeting.

The House of Deputies Committee on Constitution presented its Report #3 on HB Message #29 on Resolution A021 (Amend Article VIII [First Reading]) and moved concurrence.
The President informed the House that a vote by orders was required on the resolution.
Deputy D’Aqosto of the Churches in Europe moved to amend the resolution.
Proposed Amendment:
In the first sentence, add the word, “and” after the word, “canons” and before the words, “who has made...” and, add the word, “and” after the words “predecessor bodies” and before the words, “who has made...”.
The President informed that House that the Parliamentarian had clarified that a vote by orders was not required on a first reading of a proposed change to the Constitution.
