Resolved, That the 69th General Convention affirm that the goal of youth ministry is to make all young people full and active participants in the life of the church, and request the Presiding Bishop to urge additional funding if necessary from appropriate non-budgeted sources in order to enable the youth ministry network:

  1. to identify how young people are full and active participants in the life of the church with a conscious concern about the inclusion of minorities and youth with disabilities;
  2. to document the existence of full-time diocesan youth coordinators and the effects of that ministry;
  3. to document the number and nature of youth programs in dioceses, the annual cost of such programs and the results achieved;
  4. to evaluate the effect of youth involvement in ministry;
  5. to evaluate the support relationship between congregational, diocesan, provincial and national youth programs of the Episcopal Church and recommend action which will strengthen the Church's ministry with youth; and
  6. to report [its] findings and recommendations for action and funding at the 70th General Convention.

Resolved, the House of Bishops concurring, That the 69th General Convention affirm that the goal of youth ministry is to make young people full and active participants in the life of the church, and request the Presiding Bishop to urge funding from the Constable Fund or other appropriate sources in order to appoint a task force to identify how young people are full and active participants in the life of the church; document the existence of full-time diocesan youth coordinators and the effects of that ministry; document the number and nature of youth programs in dioceses, the annual cost of such programs and the results achieved; evaluate the effect of youth involvement in ministry; evaluate the support relationship between congregational, diocesan, provincial and national youth programs of the Episcopal Church and recommend action which will strengthen the Church's ministry with youth; and that this Task Force report its finding and recommendations for action and funding at the 70th General Convention.

The Committee on Education moved adoption of the Resolution as amended by the Committee.
