Bishop Savva, head of chaplaincy for the Russian Orthodox Church, brought greetings and a gift from Patriarch Alexy II to the consecration of George Packard as the fifth bishop suffragan for the Armed Services, healthcare and prison ministry. Presiding Bishop Frank T.
